Trap manager cannot connect to sockets.

Message Long Text :

Cause . . . . . : An error occurred attempting a sockets call.
Recovery . . . : Make sure the TCP/IP stack is active, and then use the Start Trap Manager (STRTRPMGR) CL command to start the trap manager again.
