Cause . . . . . : Either PM Agent is already active or in the process of ending.
Recovery . . . : If it is necessary to start PM Agent again, do one of the following:
-- Use Q1PENDPM API to end PM Agent. Wait for the end to complete.
-- Use Q1PSTRPM API to start PM Agent again.
-- Or use System i Navigator to stop and start PM Agent again.
