A value of '1' needs to be specified for the first parameter.

Message Long Text :

Cause . . . . . : Program QPYRTJWA does not have jobs or TDEIDs internalized to be watched. Either the first parameter passed to the API was not '1' or some previous error has caused the internalized job/TDEID list to be reset.
Recovery . . . : Start a new session by calling QPYRTJWA, passing a value of '1' for the first parameter and a list of job or TDEID selection criteria in the second parameter.
