Unable to open connection. The Reason code &1.

Message Long Text :

Cause . . . . . : The Reason codes and their meanings are:
1 -- A connection could not be opened. The maximum number of connections is already active.
2 -- Cannot use *LOCAL connection with external commitment control.
3 -- Cannot specify *N commitment control with *XA commit scope.
Recovery . . . : Recovery: The following are the recovery actions for each reason code:
1 -- End one of the open connections and try the operation again.
2 -- Change connection type to using TCP/IP, UNIX domain sockets, or OPTI-CONNECT and try the operation again, or do not use external commitment control.
3 -- Change the commmitment control value or do not use external commitment control.
