Unable to determine if internal circuit &1 started.

Message Long Text :

Cause . . . . . : The default wait time for the QIPX job was exceeded while waiting for the internal circuit to start.
Recovery . . . : Look in the QIPX job log for additional messages associated with internal circuit &1. Perform the recovery for any message associated with internal circuit &1. If there are no messages associated with internal circuit &1, or if the recovery for any of the messages fails to activate the circuit, vary off the network server associated with internal circuit &1, then vary on the network server. If this problem occurs each time the Start IPX (STRIPX) CL command is used, either wait for system activity to decrease, or change the default wait time for the QIPX job. Since the QIPX job is submitted by Start IPX processing, the default job wait time in the class used by the QIPX job must be changed.
