Not authorized to symbol set &4 in library &5.

Message Long Text :

Cause . . . . . : An error occurred in function &1 called from application &2 at statement &3. The user does not have read authority to the requested symbol set. The symbol set is not loaded. The default symbol set is used.
Recovery . . . : Obtain read authority from the security officer or the owner of the program object.
