Interactive pool and QBASACTLVL were not changed.

Message Long Text :

Cause . . . . . : The pool size and activity level were not changed for the interactive pool while adjusting performance values (QPFRADJ system value) during an initial program load (IPL). The base activity level (QBASACTLVL) was not changed. The controlling subsystem system value (QCTLSBSD) was not QBASE or QCTL.
