Writer &1 not able to allocate device &9.

Message Long Text :

Cause . . . . . : Writer &1 is not able to allocate device &9 because device &9 is being used by another job or device &9 is not varied on.
Recovery . . . : Use the Work Object Lock (WRKOBJLCK) command to determine what job has a lock on the the device. Use the Vary Configuration (VRYCFG) command to vary the device on if necessary. When the device is available, the writer allocates the device and the spooled file prints.
