Contact with controller &1 was unsuccessful.

Message Long Text :

Cause . . . . . : The inquiry message &2 describes this situation. This message is placed on the &3 message queue instead of inquiry message &2 because inquiry message replies are not handled by the &3 message queue.
Recovery . . . : For more information about message &2, use the Display Message Description (DSPMSGD) command to display message &2 in message file QCPFMSG.
Inquiry message &2 will appear on the QSYSOPR message queue or the configured message queue after all recovery retries have been used. If recovery is successful, message &2 will not appear at all. If you want the &2 message to appear on the QSYSOPR message queue or the configured message queue immediately, use the Change System Value (CHGSYSVAL) command to reduce the retry part of the communication recovery limits (QCMNRCYLMT) parameter to zero.
