Remote system trying to contact device &25. Device varied off or not responding.

Message Long Text :

Cause . . . . . : The remote system contacted the local system, but the device is either not varied on or is in a recovery pending (RCYPND) status or a recovery cancel (RCYCNL) status.
Recovery . . . : Vary on the device (VRYCFG command), or try to make it operative (RSMDEVRCY command). Then, if necessary, have the remote system operator try to contact the local system again.
