Line description &23 in use. The switched connection may not have disconnected.

Message Long Text :

Cause . . . . . : The system attempted to disconnect the data link or cancel a dial out attempt using line &23; however, another job was using the line description.
Recovery . . . : Manually disconnect the link by varying the line, attached controllers, and devices off and then on again using the Work with Configuration (WRKCFGSTS) command.
If the problem continues, report the problem (ANZPRB command).
