Call from controller on line &23 not accepted.

Message Long Text :

Cause . . . . . : The exchange identification procedure between the local system and the remote system failed because there is a local system problem.
The local system cannot identify the remote system.
Recovery . . . : Have the remote system operator to try the call again.
If the problem continues, report the problem (ANZPRB command).
Technical description . . . . . . . . : The exchange identifier (XID) is &41. The error code is &40: Internal system failure. For more information on XIDs, see Systems Network Architecture Formats, GA27-3136.
