Call from controller on line &23 not accepted.

Message Long Text :

Cause . . . . . : The identification procedure between the local system and the remote system failed. One of the following occurred:
-- A local system configuration problem.
-- A remote system configuration problem.
-- A remote system failure.
-- The local system cannot identify the remote system.
Recovery . . . : Do one or more of the following:
-- Use the Display Line Description (DSPLIND) command to display line description &23. If the line type is synchronous data link control (SDLC), look at the role (ROLE parameter) and station address (STNADR parameter) of the line description. Verify that this is the role and station address that the remote system expects the local system to assume. If it is not, either change the remote system configuration, or use the Delete Line Description (DLTLIND) command and the appropriate create line description command to delete and create line description &23 again using the correct ROLE and STNADR parameters.
-- Ask the remote system operator to determine whether or not there is a problem at the remote system.
When the problem is corrected, tell the remote system operator to try the call again.
If the problem continues, report the problem (ANZPRB command).
Technical description . . . . . . . . : The XID is &41.
The error code is &40. The error codes and their meanings follow:
CCCC0001 -- The exchange identifier (XID) retry limit was reached.
CCCC0003 -- The ROLE bit is set wrong in the Receive_XID.
