Call from controller on line &23 not accepted.

Message Long Text :

Cause . . . . . : The identification procedure between the local system and the remote system failed because there is a remote system problem.
The local system cannot identify the remote system.
Recovery . . . : Ask the remote system operator to determine whether or not there is a problem at the remote system.
When the problem is corrected, tell the remote system operator to try the call again.
If the problem continues, report the problem (ANZPRB command).
Technical description . . . . . . . . : The exchange identifier (XID) is &41.
The error code is &40. The error codes and their meanings follow:
CCCC0006 -- The local system received an XID that does not have a valid format.
CCCC0007 -- While exchanging XIDs with the remote system, the local system received a SNRM (SDLC), QSM (QLLC), SABM (ELLC), or SABME (Local Area Network) that was not expected.
CCCC000F -- The local system received more than two XID update commands.
