Automatic error recovery for line &23 canceled during IPL.

Cause . . . . . :
The automatic error recovery is canceled for line &23. This is done only during initial program load (IPL) for performance reasons.
Automatic error recovery will be canceled during IPL when the communications recovery limit (CMNRCYLMT) is configured for line &23 to continuously retry.
Recovery . . . :
Vary line &23 off and then vary it on using the Vary Configuration (VRYCFG) command or resume the automatic error recovery for line &23 using the Resume Line Recovery (RSMLINRCY) command.
Technical description . . . . . . . . : Recovery is canceled to prevent the QSYSARB process from getting into an error recovery loop during IPL. The QSYSARB process priority keeps the IPL from completing.
