Retrying call Line &23. Dial tone error.

Cause . . . . . : First call to controller &24 on line &23 failed. Dial tone error.
The modem did not detect a dial tone when expected, or it detected a dial tone when another tone was expected. The modem may return this error for the following reasons.
The local telephone line is disconnected or not operable.
Tone dial is used on a pulse dial line.
There is a local modem cable problem.
There is a problem with the modem.
A network problem exists.
The connection number (CNNNBR parameter) in the controller description may not contain the correct dialing codes for your modem.
Recovery . . . : The call is being retried, if all retry attempts fail (DIALRTY parameter) another message will be posted.
Technical description . . . . . . . . : First V.25bis call failure, dial tone error. The modem did not detect a dial tone when expected, or it detected a dial tone when another tone was expected. The modem sends this CFI if the modem abort timer expires and at least one of the following is occurs:
A dial tone was not detected during at least one 'wait for dial tone' period.
A busy signal was not detected.
An answer tone was not detected.
A ring back signal was not detected.
This situation could indicate a local modem cable problem, a modem problem, or a network problem.
