Retrying call Line &23. No answer tone.

Message Long Text :

Cause . . . . . : First call on line &23 failed. No answer tone. This could result from a person answering the telephone rather than the remote system as expected. This could also indicate a remote modem problem. The call was answered, but the local modem did not detect an answer tone. Some modems may return this code for lack of dial tone or the remote not answering.
Recovery . . . : The call is being retried, if all retry attempts fail (DIALRTY parameter) another message will be posted.
Technical description . . . . . . . . : The modem sends this CFI if the abort timer expires and the modem has not detected an answer tone, is not detecting ring back, and had detected the expected dial tones. This situation could result from a person answering the telephone rather than the remote system as expected.
