Error on line &23 attached to network interface &30. Internal system failure.

Cause . . . . . : The following may have caused the problem:
-- The I/O card Licensed Internal Code may not be working correctly.
-- The operating system may not be working correctly.
Recovery . . . : You may be able to circumvent the problem by changing the value of the CNN parameter in the line description using the CHGLINIDLC command. If the problem persists, press F14 to report the problem.
Technical description . . . . . . . . : The permanent or switched parameter of the configuration as received by the I/O card Licensed Internal Code is not correct. The value specified is neither that of a switched connection nor a permanent connection.
