Error on line &23 attached to network interface &30. Internal system failure.

Cause . . . . . : One of the following may have caused the problem:
-- I/O card Licensed Internal Code may not be functioning properly.
-- The total work load on the IOP card may have exceeded the limits specified for the card.
Recovery . . . : Use the WRKHDWRSC command and specify type (*CMN) to determine which line descriptions and network interface descriptions are using resource &26. Vary off any line descriptions or network interface descriptions that are not needed. If the problem does not appear to be related to IOP work load, press F14 to report the problem.
Technical description . . . . . . . . : The communications controller interrupt vector or timer resources are not accessible to the I/O card Licensed Internal Code.
