RESTART CONFIRM packet not received on line &23 within required time.

Message Long Text :

Cause . . . . . : No RESTART CONFIRM packet was received from the network within the required time limit, for a RESTART REQUEST packet previously sent by the local system. Receipt of this message may indicate only a temporary condition, and the line may recover. However, if connectivity problems on line &23 accompany this message, this error may have occurred due to an X.25 network problem.
Recovery . . . : If line &23 fails, the fact that the local system experienced a timeout on a RESTART packet can be used to aid determination of the exact problem.
If the problem continues, contact your X.25 network provider.
