Message Long Text :

Cause . . . . . : Receipt of this message may indicate only a temporary condition, and the line may recover transparently. However, if your line is not operational, this error may have occurred due to:
-- An X.25 network problem.
Recovery . . . : The local system received an HDLC DISC frame command on line &23. If line &23 fails, use the line failure message to correct the problem.
