Call not completed within specified time limit on line &23.

Message Long Text :

Cause . . . . . : The following may have caused the error:
-- The X.25 network may not be working correctly.
-- The LGLCHLE value in the CRTLINX25 command may not be specified correctly.
Recovery . . . : Ensure that the LGLCHLE value in the CRTLINX25 command matches the subscription information provided the the network supplier. If the problem continues, contact your X.25 network provider.
Technical description . . . . . . . . : A call request was sent to the X.25 network, but the network did not respond in 200 seconds, causing a time-out error.
