Call cannot be received for line &23. No connections available.

Message Long Text :

Cause . . . . . : A remote system is trying to call in on line &23, but all connections on the line are in use by the maximum number of controllers that are configured.
Recovery . . . : If any of the controllers on the line &23 are no longer needed, use the Vary Configuration (VRYCFG) command to vary them off. If all the controllers are needed, vary the controller and line off and change the maximum number of controllers (MAXCTL parameter) configured in the line description.
Technical description . . . . . . . . : No connections are available when the number of controllers using the line is the maximum number configured in the line description (MAXCTL parameter).
