Line &23 cannot be varied on due to lack of IOP resources

Message Long Text :

Cause . . . . . : Line &23 cannot be varied on because not enough memory is available in the communications controller to vary on the line.
-- No IOP resources are available for use by a line when that IOP is attached to another line definition.
Recovery . . . : Reduce your communications work load by varying off lines or by ending service functions that are not needed. Service functions may by accessed by the STRSST command. To determine which lines are active and use the same communications controller, vary off the line and vary it on using the vary configuration (VRYCFG) command with RESET(*YES) specified. The VRYCFG command will display a message for each active line. Then you may choose to vary off these lines to reduce the workload. This will cause the program to be loaded again. If the problem continues, press F14 to run problem analysis.
Technical description . . . . . . . . : The communications controller memory or line equipment is already in use. This reference code will be generated if the user is attempting to vary on more than one LLC instance for a single IOP.
