Service Agent not able to send a service request - action required.

Cause . . . . . : Service Agent has tried several times to send a service request using ECS but was not able to send the request because of the ECS service configuration, line description, modem, or telephone line.
Recovery . . . : Do the following: 1. Use the Work with Problems (WRKPRB) command to report problem &1. 2. See the previous Service Agent messages and job logs, to help determine if there is a problem with the ECS service configuration, line description, modem, or telephone line. 3. If this continues to be a problem, contact your local IBM Service representative.
