Cause . . . . . : More than one LINE is attempting to use the Ethernet IOP.
Recovery . . . : Verify the line descriptions. Only one line may VARY ON a particular IOP at a time. If two line descriptions have the same IOP configured and are attempting to VARY ON the line, the second VARY ON should fail.
