Relative-record number &4 was not added.

Message Long Text :

Cause . . . . . : The record was not added because a record already exists at relative record number &4 in member &1 of file &2 in library &3.
Recovery . . . : Enter a record number for a physically deleted record.
Technical description . . . . . . . . : Monitoring for exception CPF4759. A record can only be added at a relative record number which contains a physically deleted record in a delete capable file.
