File &2 was not created due to an allocation error.

Message Long Text :

Cause . . . . . : Library &3 could not be locked so the file was not created. The library must be locked by you before you can create a file.
Recovery . . . : Use the WRKOBJLCK command to determine the locks on library &3. Remove the lock(s) and submit your request again.
Technical description . . . . . . . . : The file was not created because data management could not obtain a lock on library &3.
