&1 is not a valid key ring file.

Message Long Text :

Cause . . . . . : The key ring file name does not end in '.KYR' or the associated stash file does not exist. Key ring file names end in the extension '.KYR'. To be used by the directory server, there must also be a stash file with the same name except that the extension is '.STH'.
Recovery . . . : Verify that the correct key ring file name was specified and that the associated stash file exists. Then, try the request again.
