Initial server startup has not been done.

Message Long Text :

Cause . . . . . : The directory server must be started to complete migration before calling the CPYFRMLDIF or LDIF2DB commands or the QgldImportLdif API.
Recovery . . . : Use STRTCPSVR SERVER(*DIRSRV) to start the server. Once the server has started, end the server using ENDTCPSVR SERVER(*DIRSRV). Then try the request again.
