The configuration file &2, does not exist, was not accessible, or could not be written to.

Cause . . . . . : An attempt was made to run the command on the directory instance &1 but its ibmslapd.conf file does not exist, was not accessible, or could not be written to.
Recovery . . . : Verify that the directory server instance configuration file exists and has proper authorities. If the configuration file does not exist, you will most likely have to recreate the directory server instance.
