The value specified for the size of the user profile message queue output parameter is not valid.

Message Long Text :

Cause . . . . . : The value specified, &2, for the size of the user profile message queue output parameter is not valid. This value must at least be as large as the header information returned in the output parameter, &1 bytes.
Recovery . . . : Make the size of the output user profile message queue parameter at least &1 bytes in size and specify this new size when invoking QGYSETM. Try the request again.
Technical description . . . . . . . . : The value specified for the size of the user profile message queue output parameter must be large enough to contain at least the header information (&1 bytes).
