Highly Available CGI invoked QzhbCgiRecvState() after it had already received the entire state.

Message Long Text :

Cause . . . . . : This is most likely caused by a problem in the Common Gateway Interface (CGI) program that called the API.
Recovery . . . : Analyze the output of the previous call to QzhbCgiRecvState() in order to detect the situations when the entire state is received. Correct the CGI program and try the operation again.
