&1 tried to define or retrieve an error handler for a non-existent run unit. The API failed.

Cause . . . . . : The &1 API defines or retrieves the identity of an error-handling program for the current or pending COBOL run unit. You specify the current or pending COBOL run unit by passing a one-character value of 'C' or 'P', respectively, to this API.
In this case, &2 has been specified, but a corresponding COBOL run unit does not exist.
Recovery . . . : Create an appropriate run unit before calling this API.
