The error handler, &4, cannot be set for reason &3. The API did not complete successfully.

Cause . . . . . : &1 was called to define an error handler at scope &2; however, a problem was detected regarding the error-handling program. Completion was unsuccessful for one of these reasons:
1 The program was not found
2 Not authorized to use the program
3 The program was deleted.
Recovery . . . : Make sure that the program name is correct, and that you have the authority to use it.
