Cannot open relative file &1 with *NOMAX records.

Message Long Text :

Cause . . . . . : To open relative file &1 in library &2 for output with dynamic or random access, the file must be initialized with deleted records up to its specified size. If the file size is *NOMAX, the operation cannot be completed because it would result in a file size of &3.
Recovery . . . : Change the file size to the size that you expect, and submit the program again.
