CCSID conversion of data item, from CCSID &1 to CCSID &2, failed at stage &3.

Message Long Text :

Cause . . . . . : A data item required conversion to a different CCSID. This conversion failed. Probable causes are:
(1) The specified CCSID is not within the allowed range of values.
(2) Conversion from one CCSID to another is not supported.
(3) One of the CCSID conversion API's failed, possibly due to lack of memory.
(4) Unable to determine the normalized CCSID for the two CCSIDs
(5) Unable to determine the space character for the normalized CCSID of the two CCSIDs
(6) Unable to determine CCSID encoding
Conversions associated with data items can occur for several reasons:
Stage 1 thru 6: Conversion of base characters for a data item failed. Stage 1: open of conversion tables failed. Stage 2: conversion of base characters to a new CCSID failed. Stage 3: close of conversion tables failed. Stage 4: compare of two items with different CCSIDs failed. Stage 5: converting the space character failed. Stage 6: create character table information element for an item with the specified CCSID failed.
Message issued at statement &4 of COBOL program &7 in program object &5 in library &6.
Recovery . . . : Refer to the job log to determine the reason. Correct one or both CCSIDs. Recompile the program.
