The SET LOCALE statement failed for category &6 and locale path &7.

Message Long Text :

Cause . . . . . : An error was detected while trying to SET the category &6 of the current locale to the locale specified by path &7. Possible reasons for the failure of the SET statement include:
Locale does not exist in the specified library
Library for locale does not exist
Not enough authority to the locale or locale library.
The error was detected at statement &1 of COBOL program &4 in program object &2 in library &3.
Recovery . . . : Check the joblog for further information. If no further information is available, check the COBOL statement to make sure the correct locale was specified.
