Time FORMAT literal, &6, must specify an hour, minute, and second of a day.

Cause . . . . . : An item of class date-time is described with a format literal. The format literal is made up of separators and conversion specifiers. For an item of category Time, the format literal must contain the right combination of conversion specifiers that will allow a time of day to be determined. If a Time FORMAT literal contains an hour and minute conversion specification, but no seconds, the 0th second of the minute is assumed. The error was detected at statement &1 of COBOL program &4 in program object &2 in library &3.
Recovery . . . : Remove conversion specifiers that are not allowed for Time items, or add conversion specifiers that will result in a time of day.
