Block must include begin and end formatted text codes.

Message Long Text :

Cause . . . . . : The text operation that you attempted must include the entire block of system generated formatted text used with footnotes.
Recovery . . . : Specify the start and end positions again for the operation. Include the begin formatted text and end formatted text control characters in the marked block. To delete some of the formatted text, use the destructive backspace key (the DEL key if using the adapted word processing function). To delete everything you added to the formatted text, repaginate the document (press F16, select option 2).
