Bulk load magazine is full for optical device &1.

Message Long Text :

Cause . . . . . : An attempt was made to remove media to a full bulk load magazine on optical library device &1.
Recovery . . . : Open the bulk load magazine either through the control panel or using Remove Optical Cartridge (RMVOPTCTG) CL command with option VOL(*MAGAZINE). Remove the media from the magazine and retry the operation.
