Cause . . . . . : Attempt to load system state subprogram &1 in &2 in user state EPM environment with root program &3 in &4 while running at security level 50.
Recovery . . . : Make all programs in an EPM environment the same state.
Technical description . . . . . . . . : At security level 50, all programs running in the same EPM environment must run in the same state.
