The 'time' parameter is not in the correct range.

Message Long Text :

Cause . . . . . : The value specified for the 'time' parameter is not within the valid range.
Recovery . . . : The 'time' parameter must be within the range of 0 through 86 399.
Technical description . . . . . . . . : The compiler ignores this command and continues to compile the remainder of the source file. If compiler errors occur, the locale description object is not created.
