COMMIT must be allowed if commitment level is &1.

Message Long Text :

Cause . . . . . : Users who have a commitment control level of &1 need to be able to use the COMMIT statement. The COMMIT statement has not been allowed through the "Select Allowed SQL Statements" display.
Recovery . . . : You need to either allow the COMMIT statement (by typing a 1 in the Opt prompt next to COMMIT on the Select Allowed SQL Statements display), or change the commitment control level to 1=None. Note that a security administrator is the only user with the authority necessary to allow and restrict SQL statements.
