Cursor is in wrong place to use &11.

Message Long Text :

Cause . . . . . : To see information about a specific name using &11, you must place the cursor either on the name or anywhere in the area associated with that name. However, the name must be shown as an output field, not as an input field. (For example, on the Select Records display, you can place the cursor only in the bottom half of the display to use &11.)
Recovery . . . : To see the long comment for a field, record format, or file, place the cursor on the same line as the name or on a character in the name, then press F23. On the Define Result Fields display and the Select Records display, use the field name in the list on the bottom part of the display. Other displays also have a similar list where F23 can be used.
To see the edit displays for a field when on the Specify Report Column Formatting display, place the cursor on the same line as the name or on either of the two lines directly below the name, then press F16.
