Double-byte constant must end with shift-in character.

Message Long Text :

Cause . . . . . : The cursor is positioned at a second shift-out character that was found before a shift-in character to end the double-byte constant.
Recovery . . . : A shift-in character must follow a shift-out character to end a double-byte constant. Add a shift-in character before the second shift-out character.
