Encrypted data that was originally a binary string cannot be decrypted to a character string.

Message Long Text :

Cause . . . . . : The DECRYPT_CHAR function was invoked with an argument that represents an encrypted string that was originally a binary string. A binary string cannot be cast to a character string using the DECRYPT_CHAR function.
Recovery . . . : The encrypted value can only be decrypted using the DECRYPT_BINARY function.
