Index &1 cannot be both an encoded vector index and span all partitions.

Message Long Text :

Cause . . . . . : An attempt was made to create index &1 as an encoded vector index and have it span all partitions of a partitioned table. An encoded vector index can only be created over a single partition of a partitioned table or over a non-partitioned table.
Recovery . . . : Change the CREATE INDEX statement to remove either the NOT PARTITIONED clause or the ENCODED VECTOR clause. Try the request again.
