Cause . . . . . : Routine &1 in &2 was created with a DEBUG MODE of DISABLE. The DEBUG MODE cannot be altered.
Recovery . . . : Drop the routine and recreate it with DEBUG MODE ALLOW or DEBUG MODE DISALLOW.
