&1 from DECLARE VARIABLE is referred to in a prior SQL statement.

Message Long Text :

Cause . . . . . : The host variable appears in a SQL statement placed before the DECLARE VARIABLE statement in the source program. The DECLARE VARIABLE statement for a host variable must be placed before any other SQL statements which use the host variable.
Recovery . . . : Place the DECLARE VARIABLE statement before the SQL statement containing the host variable and submit the CRTSQLxxx command again.
